About the Training

Concerns of Police Survivors is an organization that relies heavily on volunteers to achieve its mission: Rebuilding shattered lives of survivors and co-workers affected by line-of-duty deaths. This mandatory two-day training is being provided to help each C.O.P.S. Chapter succeed. During the training, there will be focus on understanding how important sound business practices are to the overall health of C.O.P.S. We will also discuss how the C.O.P.S. organization and its Chapters work together using best practices that effectively serve our survivors. The Bureau of Justice Assistance has awarded C.O.P.S. a grant in the past. While we are awaiting a new grant from BJA, it is anticipated that this grant will cover some of the expenses National C.O.P.S. incurs to provide this training.


Where is the training and who can attend?

The training will be held in person at the Embassy Suites St. Charles, Missouri, address: Two Convention Center Boulevard, St. Charles, MO 63303. Each Chapter is required to send at least one representative to the training, and allowed to send up to two representatives. If the Chapter wants to send more than two people to the training, please email Stephani Anderson, National Chapter Liaison at stephani_anderson@nationalcops.org to place the additional attendees on a waiting list. These will be accommodated on a space available basis, after each Chapter has had the opportunity to register at least two, and the Chapter will be required to pay an additional fee of $450 per representative for any more than two, to help pay costs not covered by the grant. 


The training will benefit new officers as well as future Chapter leaders the most, as it will build a solid foundation and knowledge base. We require that Chapters send representative(s) who have not attended before. If you have previously/recently attended Board/Chapter Training, you will need to obtain advance approval from the NCL, Stephani Anderson, prior to registering. If you are unable to find a “new” attendee from your Chapter, National may reach out to your Chapter to invite someone who has not attended previously/recently. Survivors who are less than one year from their loss should not attend, since they cannot serve on C.O.P.S. Chapter Boards until they are at least one year out. DO NOT bring spouses, significant others, children, friends, or other guests!

Important news for this year

The government has announced it will end the COVID-19 Public Health Emergency declarations on May 11, 2023. Therefore, we will be returning to pre-COVID rooming for this July event, requiring two Chapter representatives per room, same as it was pre-COVID. The past few years we were able to offer single-occupancy rooms due to the COVID situation, but that will NOT be the case this year. We are trying to make the best use of the grant that subsidizes this training to allow it to benefit the most people.


It should also be noted, we are NOT offering the remote webinar/Zoom option this year. Our goal has been to return Board/Chapter Training to all in-person since the disruption caused by COVID. That goal, as well as the high cost of A/V and technical services required to support the Zoom option, have led to this decision. We feel the value of networking and learning from each other in person is one of the most important aspects of Board/Chapter Training, and will be focusing our efforts and resources in that direction.

What is the cost to attend?

The Bureau of Justice Assistance has awarded C.O.P.S. a grant in the past which covered the cost of two Chapter representatives from each Chapter to attend. We are hopeful a new grant will continue to cover these costs this year. C.O.P.S. will reimburse airfare or mileage and pay most meals and room costs for up to two representatives. C.O.P.S. will not reimburse for travel insurance, upgrades such as "early bird" boarding, first class, business class, transportation to/from your "home" airport, parking at your home airport, or meals while traveling. Travel and baggage fees will be reimbursed only if receipts are provided within 20 days of travel. BEFORE BOOKING, if you cannot find roundtrip airfare for $450 or less, please call Stephani Anderson at the National Office, 573-346-4911. We will then attempt to find travel that fits within those parameters, but if we are unable to, you still must have prior approval before you purchase above that threshold. You must submit your receipt for the ticket to the National Office for reimbursement (along with any applicable receipts for baggage). If you choose to drive, you will be reimbursed at the federal per diem rate for actual miles driven or the cost of what an airline ticket would have been, whichever is less.

Important change this year regarding options for departure

Due to changes in activities this year, attendees will be allowed to depart AFTER the conclusion of training on Saturday evening, 7/29/2023, if they so choose. You are welcome to stay over and network with other survivors, then leave on Sunday 7/30/2023, but you will need to make your choice of departing Saturday or Sunday well in advance. If you choose to leave Saturday, you will need to check out of your room by the hotel’s required check-out time in the morning and store your luggage with the hotel for the remainder of our training. If you choose to fly out Saturday, it is important that you allow ample time after the conclusion of training to gather your things, say your goodbyes, finish any shopping in the COPS SHOP, and make your own arrangements at your own expense for transportation to the airport in plenty of time to catch your flight.  DO NOT make any travel arrangements that would require you to leave the training early – you must stay for the entirety of the training! DO NOT book any flight that leaves prior to 7:00 p.m.

Transportation Information

Arrivals:

Flying: you should plan on arriving at the St. Louis Lambert Airport (STL) between 9:00 a.m. and 4 p.m. on Thursday, July 27, 2023. The Embassy Suites does not have a dedicated airport shuttle, but they will provide pick-ups on this date only through a contracted transportation service. Details regarding the contracted transportation service and pick-up times will be determined and shared with you by the C.O.P.S. National Office sometime after registration closes. 


Driving: you will need to arrive at the Embassy Suites St. Charles by 4:00 p.m. on Thursday, July 27. 


Departures:

Flying: transportation from the Embassy Suites back to the St. Louis Airport will be provided on Sunday 7/30/2023 only by the same contracted transportation service used for arrivals. Departure times for the service will be shared with you sometime after registration closes.


Activity change this year

In recent years, we have gone on a riverboat dinner cruise on the Saturday evening of Board/Chapter Training. We will NOT be doing that this year. Our group activity this year is being switched to Friday evening. After conclusion of training on Friday, we will be having dinner at the hotel, which will be followed by an entertainer. Details are being finalized and will be shared when available.
